Hugo and Erna Klaproad Homeless Fund

Through a very generous bequest from Hugo and Erna Klaproad, former Oceano residents, the Community Foundation established a fund in 2009 to benefit the homeless in Southern San Luis Obispo County. Erna Klaproad was born in Czechoslovakia, and with her mother and sister fled when the Russians invaded. She eventually moved to Canada and met and married her husband, Hugo. Through her estate documents, Erna instructed the Foundation “to provide shelter and other services to the homeless not otherwise provided by public or other benefits, with emphasis to be placed on the immediate relief and needs of the homeless in the Five Cities area of SLO County.”

Rapid Re-Housing Initiative

Through a 30 month grant awarded to the Five Cities Homeless Coalition, Erna’s wishes are coming true. The Five Cities Homeless Coalition is working with very low-income individuals and families who have become homeless in Southern SLO County within the last year.  Providing case management and comprehensive support services, the Five Cities Homeless Coalition aims to quickly move these households out of homelessness and stabilize them in permanent housing. 

Within less than one year, fifty-eight families have enrolled in the program, including 98 children. Of those, twenty six households have secured stable housing.  The video above features the stories of three households assisted through the program thus far. 

The Klaproad Rapid Re-Housing Program provides support such as housing search and landlord negotiation, short-term financial and rental assistance, and the delivery of home-based housing stabilization services such as credit counseling, mediation, securing or utility deposits, moving cost assistance, and case management.
